Before you write values, decide what is a floor and what is a preference. Floors are mandatory, verifiable and scored: minimum resolution, touch points, warranty, response time. Preferences are optional and paid for by the project: extra sizes, premium audio, larger storage. Listing a preference as a floor inflates cost; listing a floor as a preference invites deviation.
State exactly what the supplier must provide: the whiteboard main unit, stylus pens, wall mount or mobile trolley, OPS computer, camera, microphone, speakers, remote control, cables, software, installation, commissioning, training, user manuals, warranty and spare parts. Ambiguity here is the most common source of “the bid was cheaper because it left things out” disputes.
Cover screen type, size, native resolution, refresh rate, brightness, contrast, viewing angle, color gamut, response time, anti-glare, low blue light, glass hardness, lifetime and continuous-operation requirements. Do not write “high-quality display”; write “native 4K UHD resolution, commercial-grade panel, anti-glare surface, and brightness suitable for the target room environment.” Where the project needs floors, state them as minimums: minimum screen size, resolution, brightness, viewing angle, contrast ratio and maximum response time.
For daylight classrooms, specify minimum brightness in nits with a recommended tier (350–450 cd/m² is the typical band for education panels, higher for high-glare rooms) plus an anti-glare etched glass treatment and a low blue light mode. State a minimum viewing angle of 178° (H) / 178° (V) or better so the back row and side seats see the same content. In 2026 tenders, also state color gamut and whether HDR is expected — cheap panels pass “4K” on paper and fail on color accuracy.
Specify touch technology, touch points, writing latency, accuracy, multi-user writing, palm rejection, stylus support, finger and pen recognition, OS compatibility and surface durability. Useful clauses: minimum 20-point multi-touch (or project-specific), simultaneous writing by multiple users, low-latency pen input, accurate touch response across the active area, palm rejection with a stylus, and touch operation on the specified operating systems. Note that “touch points” does not equal “the number of users who can write at the same time” — ask for both numbers explicitly.
When comparing suppliers, ask which touch technology is used (infrared or capacitive), how touch accuracy is measured (for example 1 mm precision), and what happens to writing latency under multi-user input. Two suppliers can both claim “40-point touch” while one delivers smooth simultaneous writing and the other drops strokes — the difference shows up in the sample test, not in the datasheet.
Define the Android version, Windows version, whether a dual system is required, CPU, RAM, storage, OPS module, GPU, enterprise application compatibility, browser, Office, LMS or meeting platforms, system upgrade policy, device reset and data wipe. For dual-system projects, confirm: do Android and Windows run independently, is switching supported, do both systems support touch, can the OPS module be replaced, can software and permissions be managed separately, and do both meet information security requirements?
Cover infinite canvas, multi-page, writing, erasing, annotation, page zoom, file import, PPT/PDF/image/video support, content save and export, QR-code or email sharing, multi-user collaboration, cloud sync, meeting content archiving and remote collaboration. In education tenders this section is often where adoption is won or lost.
Require compatibility with Windows, macOS, iOS and Android; AirPlay, Miracast or equivalent protocols; the number of simultaneous cast devices; split-screen display; guest mode; user permissions; encryption and network security; and whether extra software or licenses are required. “Wireless casting supported” without the device list is a gap evaluators increasingly flag.
Kaamera: resolution, field of view, auto-framing, people tracking, mounting position, external camera compatibility. Microphone: pickup range, mic count, echo cancellation, noise suppression, external mic input. Speaker: output power, frequency range, room coverage, external audio system support. Platforms: Microsoft Teams, Zoom, Google Meet, browser-based platforms and enterprise-owned platforms.
List HDMI in/out, USB-A, USB-C, LAN, Wi-Fi, Bluetooth, DisplayPort, audio in/out, RS-232, OPS interface and external control systems. USB-C one-cable connection and AV-over-IP are becoming default asks in 2026 tenders.
Specify wall mount or mobile stand, bracket specification, wall load capacity, mounting height, power and network, cable concealment, camera position, audio tuning, screen calibration, on-site construction responsibility and post-installation safety checks. Installation is a scope item — if it is not in the specification, it is not in the contract.
Require administrator training, teacher or staff training, user manual, quick-start guide, installation documentation, maintenance manual, troubleshooting guide, video training materials, asset list and acceptance test report. Handover documentation is the difference between a delivered project and a working project.
Define warranty period and coverage, DOA handling, on-site service, remote support, spare parts supply, fault response time, firmware upgrades, product lifecycle, end-of-life notice, replacement model and multi-site after-sales coverage. Ask for the spare parts list and the firmware update policy in writing before award, not after acceptance.

Ask for a sample compliance matrix filled against your own specification — a supplier that cannot fill yours with evidence will not fill it at acceptance.
Confirm what the target market requires: CE, FCC, RoHS, ISO 9001, ISO 14001, electrical safety, EMC, energy efficiency, data security and local government procurement requirements. For formal bids, still require valid originals or certification reports for the exact model and target market — certificates for a different model or a “reused” certificate file is a common disqualification reason in cross-border education tenders.
Ask for similar government projects, delivered quantities, project country or region, whether installation and training were included, whether acceptance was completed, whether a local service partner exists, and a project contact or case proof. “We can do it” is a claim; a signed delivery record is evidence.
Compare unit price, brackets and accessories, software licenses, installation cost, training cost, freight, certification, spare parts, taxes, warranty and project payment terms. Never compare panel price alone — compare the complete supply-and-installation total, then run a five-year TCO (Section 7).

Run the evaluation in three stages so no single document decides the outcome. First, pre-qualification: check mandatory certifications, authorization letters and the compliance matrix for fatal deviations. Second, sample testing: require a working unit or a certified test report against your acceptance checklist before technical scoring is finalized. Third, commercial review: verify the quotation totals against the compliance matrix line by line, so a low headline price cannot hide missing installation, training or spare parts.
If you must use lowest-price award. Even then, set mandatory technical floors: no unacceptable deviations, certification requirements, minimum warranty, and binding delivery and acceptance standards.
